SCIP
SCHOOL CONSTRUCTION INSURANCE POOL, INC
.

Under A.R.S. §15-341.A.31, schools are responsible for verifying that the risks of their construction projects are properly insured. To assist districts with that requirement, the Trust created the School Construction Insurance Pool, Inc. (SCIP) in 1999 to provide a comprehensive construction risk management and insurance program that could benefit all districts, regardless of campus size or ADM.


SCIP COVERAGES
SCIP established an Owner Controlled Insurance Program (OCIP) to assist school districts with the procurement of superior workers’ compensation, general liability and builder’s risk coverage for their construction projects. An OCIP can result in cost savings to the owner (district), broader insurance coverage, higher policy limits, more efficient claims management, and better safety controls, and coordination with the district’s non-construction insurance. An OCIP also provides a single source for all claims, loss control, and policy related services to the contractors and subcontractors.

The construction insurance policies were designed specifically for school projects. The Arizona School Facilities Board (SFB) utilized this OCIP for the projects funded by the deficiency correction program. Individual school districts throughout the State of Arizona also enrolled projects in the OCIP that were funded through other sources.

SCIP SERVICES
Since the Trust created and administered SCIP, districts received the same level of claims and member services they were accustomed to as a Trust member. SCIP assisted with contract language development and attended pre-bid meetings to explain the aspects of the program to all interested parties. SCIP’s staff of loss control and safety specialists also worked with contractors and subcontractors to prevent losses from occurring. In the event of a claim, SCIP’s claims professionals adjusted the loss to achieve a fair settlement without unnecessary disruption to the project, thereby helping to meet the schedule so buildings were ready for occupancy on time.

THE FUTURE
The final deficiency correction project for the SFB closed in 2006. Over 640 projects and 2,100 contractors were enrolled in the program. SCIP is in the process of completing a financial analysis of the program as a whole. Upon completion of the financial analysis, the Board will discuss the possibility of re-launching the program to benefit future school district construction projects that express a desire for OCIP related services.
